Nevin Avenue Residential Project is two six-story structures, 67-foot-high, 289-unit apartment complex. All of them will be below-market-rate housing. They include 29 very low-income, 258 low-income, and 2 manager units. These low-income High-rises will create very high concentration of poverty, reduce parking spaces and destroy our way of life.
We are against Nevin Avenue Residential Project, because concentrated poverty will never work. From Chicago to San Francisco, cities are demolishing low-income high-rises and replace them with mix-income housing units. Please watch “60 Minutes North Town Village-Cabrini Green”, “Can Atlanta's poor neighborhoods be lifted out of poverty?” and “1989 CBS News Special: Chicago Gangland” on www.youtube.com. The building area can sustain around 15 normal housing units. 289 housing units are 20 times more than this area can support. There no study on how extra population will impact our school, public service and sewer system. The developer should provide study report on 289 low and very low income housing will impact its surrounding neighborhood. The videos demonstrate, concentrated poverty will generate violence. Violence is a product of unstable families, hungry children, drugs, children with guns. Drug dealers used kids as young as seven to selling drugs. Drug dealers knew seven year old kids will never get punished for selling drugs. Some of this kids were force to sell drugs to support their families. To stop this dangerous cycle of unstable families and drugs, a mix-income housing project is the key for successful development.
Nevin Avenue Residential Project will only provide around 155 parking spaces, which will force 284 cars driving around our neighborhood and searching for parking spaces. We already have parking problems in our neighborhood. People have to park their cars on vacant lot. That is bad for the air and creates a very stress environment for our community. The assumption of people will not own a car is wrong. Cars are necessity, people drive to buy grocery, pick up kids, visit friend and etc. To speculate what people want in the future, it is like speculating in stock market. Please don’t use our life for their experience. The developer must provide a minimum of one permanent parking space per unit.
Our neighbors are worry about the low-income and very low-income housing project will lower our standard of living and cause our house to depreciate. Compare houses around other low-income housing project, houses in surrounding area are $100,000 lower than other area in the city. There is no study on extreme high density low and very low income housing to its surround area. Our houses are the biggest investments of our life. Most of us don't have money to move to other area. We want a safe and comfortable environment for our kids and families.
A house is not just a place to sleep, it needs to create hope of a better future, safety and security. The developer will make million dollars from this project. We hope the developer will take this opportunity to sponsor 50 local people into construction unions, improve our school system, library and polices substation. In order to create and stable environment and hope of a better future, rent need to remain the stable. Each unit has its own water, gas and electricity meters. Every unit will have its own water heater and HVAC systems.
We live here, we know each inch of this area. We believe our inputs will benefit City of Richmond and our neighborhood. We want the developer to build mix-income and owner occupy housings. The number of owner occupy units should be 75% of total number of units. Owner occupy is the key for safe environment, they will be the eyes and ears for us and check on the developer. For stable families to take root here, 50% of units need to be two bedroom units and reduce studio and one bedroom units to 25%. We believe mix-income and owner occupy housings will help enhance our house value and improve our neighborhood.
